CODE OF ETHICS FOR THE RESPONSIBLE DEVELOPMENT AND APPLICATION OF ARTIFICIAL INTELLIGENCE

On February 19, 2026, the Ministry of People’s Power for Science and Technology issued the Code of Ethics for the Development and Responsible Application of Artificial Intelligence, as a guiding instrument of national scope to ethically regulate the design, development, implementation and use of artificial intelligence (AI) systems.

The Code aims to ensure that the adoption of these technologies is carried out in a responsible, sustainable and person-centred manner, consistent with human rights, environmental protection and the public interest. From a corporate and legal perspective, the Code constitutes a declarative framework of ethical principles, applicable to public and private organizations, technology companies, research centers and users of AI systems.

The Code is articulated in nine guiding principles, which guide the responsible adoption of AI:

  1. Humanistic Artificial Intelligence: The design and use of AI must be human-centric, respecting their autonomy and human dignity.
  2. Equity, Equality and Non-Discrimination: prevention of biases and algorithmic exclusions.
  3. Environmental Responsibility: development of AI compatible with sustainability.
  4. Security: identification and mitigation of technical and social risks.
  5. Privacy: effective protection of personal and sensitive data.
  6. Transparency: processes, algorithms and decisions associated with this system must be clear, understandable and explainable.
  7. Accountability: human responsibility for automated decisions.
  8. Open Science: promoting access to and collaboration in scientific knowledge.
  9. Excellence: technical rigour, quality and responsible innovation.

Its scope is guiding and does not provide for any sanction in the event of non-compliance. Together, the Code provides organizations with a framework to integrate artificial intelligence ethically, reliably, and aligned with international standards and ESG criteria, strengthening technological governance and institutional trust.
