MEASURES FOR IPV6 IMPLEMENTATION IN VENEZUELA

Administrative Ruling No. 096 was published in Official Gazette No. 43,150 of June 16, 2025, through which the National Telecommunications Commission (CONATEL) issued the measures for the implementation of the IPv6 protocol in Venezuela.

I. Scope of application

The measures apply to the network architecture, hardware and software that receive, transmit or process information through the IP Protocol for the provision of telecommunications services in Venezuela.

II. Subjects of application

The measures apply to all operators that provide telecommunications services that make use of the IP protocol and Associated Entities.

III. Term

It grants a maximum period of 2 years from the entry into force of the Administrative Ruling, for telecommunications operators to implement network architecture, hardware and software that supports native IPv6 prefixes.

IV. Obligation to notify

A period of 30 days from the entry into force of the Ruling is granted for the following to notify CONATEL by operators that have network architecture, hardware and software that can route native IPV6 prefixes for the provision of telecommunications services; (ii) operators that make use of the IP Protocol survey the network architecture and submit the corresponding transition plan, and (iii) operators that currently use IPv4 Protocol notify CONATEL.

V. Compatibility

All new equipment and devices approved or deployed in ISP infrastructures must allow native IPv6 prefix routing and allow operator transition plans.

For modifications and renewals of administrative authorizations, operators will need to adapt their network architecture, hardware, and software so that it can route native IPV6 prefixes.

VI. Entry into force

Administrative Ruling No. 096 entered into force upon its publication in the Official Gazette of the Bolivarian Republic of Venezuela.
