WHAT TO EXPECT FROM THE 2026 NATIONAL ASSEMBLY’S LEGISLATIVE AGENDA?

This LEĜA Perspectives aims to analyze the legislative agenda approved by the National Assembly in Venezuela for the year 2026.
A New National Assembly
The National Assembly installed on January 5, 2026, is the body elected in 2025. Consequently, this marks the first year of the five-year constitutional period corresponding to this Parliament.
National Assembly Board of Directors
In the Official Gazette No. 43.288 of January 5, 2026, the Agreement was published electing:
- President: Deputy Jorge Rodríguez Gómez
- First Vice President: Deputy Pedro Infante Aparicio
- Second Vice President: Deputy Grecia Colmenares Santander
- Secretary: María Alejandra Hernández
- Sub-secretary: José Omar Molina
(For the 2026-2027 term)
Representative to the Council of State
In the Official Gazette No. 43.291 of January 8, 2026, Deputy Francisco José Ameliach Orta was designated as the National Assembly Representative to the Council of State for the 2026-2027 period.
The Announcement of the “8 Codes” to Reorganize the Legal System
On January 7, the President of the National Assembly presented a proposal to the plenary for 8 Codes designed to reorganize the Venezuelan legal system. These 8 Codes are:
- People’s Penal Code (Código Penal Popular)
- Social Code
- Economic and Productive Commerce Code
- Direct Democracy and Strengthening of People’s Power Code
- Civil Code
- Ecological-Environmental Code
- Integral Protection of Vulnerable Persons Code
- Electoral Code
List of Laws Presented by the Acting President
During the same session, the Acting President presented a list of laws that, in her view, should be debated by Parliament this year:
- Economic Area: Mining Law; Law of the Foreign Trade Committee (to evaluate imports/exports); Law on Socio-economic Rights; and Industrial Property Law.
- Science and Technology: Artificial Intelligence Law; Natural Medicine Law; Digital Rights Law; and Cybersecurity Law.
- Public Services: National Electric System Law; Rational Use of Energy Law; and Telecommunications Law.
- Peace and National Coexistence: A law aimed at fostering awareness of “what peace, political, economic, and social tranquility, and coexistence mean for the country.”
Priority Bill Projects
The National Assembly has prioritized the discussion of:
- The Reform of the Organic Hydrocarbons Law.
- The Law for the Protection of Socio-economic Rights.
- The Organic Law for the Acceleration and Optimization of Administrative Procedures within the Public Administration.
In recent days, the Assembly’s attention has focused significantly on the draft Law for Amnesty, Reconciliation, and National Reunion.
The Approved Legislative Agenda for 2026-2027
The President of the National Assembly stated that the legislative agenda would be organized around five axes:
(i) Achieving and consolidating peace.
(ii) Seeking economic growth and national prosperity.
(iii) Strengthening People’s Power Plans (Planes del Poder Popular).
(iv) Strengthening new modalities of economic action.
(v) The defense of the Venezuelan people.

The Variability of the Legislative Agenda
The legislative agenda approved at the start of each period is never a static snapshot. It represents what the National Assembly explicitly intends to address. However, this list may vary throughout the year due to:
- Bills from the previous legislative period still under discussion or pending enactment.
- Bills included in the agenda that are ultimately not discussed.
- Unforeseen (sobrevenidos) bills that are introduced but not discussed.
- Unforeseen bills that are discussed but not passed.
Unforeseen bills that are both discussed and enacted.
