Andrés has extensive experience in advising agencies and companies in the public and private sectors in the field of public law. Especially in the areas of public services and public companies.
He has participated and assisted national and foreign clients in the field of tenders, public procurement and concessions of public works and services.
Andrés also has extensive legal experience in advertising products and services and consumer and user protection.
He has also been an advisor in the area of health and medicines and products for human consumption for national and multinational companies.
He has experience in the filing of administrative appeals, administrative litigation, constitutional amparo actions, unconstitutionality appeals and requests for constitutional review and in lawsuits against the National, State and Municipal Public Administration.
He also has experience in the writing of formalization, answer, reply and counter-pleading appeals for social and civil cassation

Andrés has given various conferences and workshops throughout his professional career, such as giving light on the topic of “Public Contracting from the perspective of Contractors” for the British Venezuelan Chamber of Commerce. He has also shared his expert opinion on the “Regulation of Medicines”; “New associative forms of transition to Socialism”; “Administrative Procedures of the Law of Fair Costs and Prices” and on the “Update on Consumer Protection” for the Venezuelan Chamber of Construction.
ACADEMIC ACTIVITIES
Andrés has a wide teaching career at Andrés Bello Catholic University, being part of the Technical Committee of the Center for Human Rights and professor of the chairs: “Juridical Regime of Communication”; “Legal Framework of Information and Communication in Venezuela” and “Advertising Legislation”.
